Vai aumentar o IVA, o IRS, o IRC, o imposto sobre o tabaco, o imposto sobre os automóveis, as taxas moderadores enfim. Tudo o que se lembrem que sejam receitas do Estado... toca a pagar mais. O que vale é que a nossa carga fiscal era reduzida portanto não custa nada pagar mais um pouco.<br /><br />No capitulo das receitas temos também uma mão cheia de privatizações como a EDP, a GALP, CP, REN e mais umas quantas. Como é normal nestas coisas o Estado vai continuar com o lixo e privatizar o que é bom (no caso da CP, o transporte de mercadorias) ao desbarato. Sempre se tira o Estado de muito sitio onde não devia estar mas ficamos com um sabor agridoce na boca. Um aspecto verdadeiramente positivo é o acordo para o Estado abandonar as suas golden shares.<br /><br />Do lado da despesa surpreende muito pouco. A maior parte dos pontos são coisas que já estão a ser faladas desde o PEC 1 mas a implementação é o que se sabe. Contratar menos funcionários públicos do que aqueles que se reformam, concentrar serviços enfim... às vezes o acordo parece uma simples declaração de intenções que não nos levam a lado nenhum. A única novidade é mesmo que o FMI vai seguir o processo e se vir derrapagens tenderá a agir o que é positivo pois já se viu que a Assembleia da República não tem capacidade de o fazer.<br /><br />Ainda existe uma ou outra medida que pode ser considerada nova como a redução do valor e duração do subsidio de desemprego. A "reforma" da lei laboral que os papões do FMI vinham trazer pariu um rato e pior que isso suporta políticas que deviam ser travadas (como a obrigação dos patrões para descontar para o "fundo de indemnização aos empregados que ainda não despediu mas um dia lhe pode apetecer despedir", o que é muito bom porque o patronato anda todo com dinheiro a mais no bolso e não sabe onde o aplicar). Ainda do lado positivo existem algumas ideias boas para a saúde e justiça mas as poucas ideias que são mais que boas intenções depressa são compensadas com outras ideias menos boas (como por exemplo definir o preço dos genéricos por decreto).<br /><br />É um acordo que acaba por fazer pouco para que os portugueses se apercebam da realidade e os próprios objectivos do défice são pouco ambiciosos. A racionalidade da coisa é que não me parece grande, afinal de contas morreu Bin Laden mas que relevância tem isso numa estrutura descentralizada como a Al-Qaeda? Bin Laden ainda fazia alguma coisa? Não sei mas duvido que a sua morte, a médio prazo, tenha algum efeito positivo na economia a não ser que Obama venha anunciar que a missão no Afeganistão terminou e que é altura de parar com este desperdicio de recursos... improvável para já. Pela primeira vez vi um mercado spot impedido de transaccionar. Os spreads nesta altura ainda são completamente estupidos pelo que suponho que isto são stops (incluindo os meus que ainda sofreram slippage considerável) a serem varridos, ninguém com os neurónios todos no sitio negoceia num mercado destes durante o inicio de uma sessão asiática com pouquíssimo volume.<br /><br />Fico mais uma vez a ver o mercado de fora, à espera da próxima oportunidade. One data point and you’re jumping for joy<br />the Last time I checked, wars only destroy<br />There was no multiplier, consumption just shrank<br />As we used scarce resources for every new tank<br /><br />Pretty perverse to call that prosperity<br />Rationed meat, Rationed butter… a life of austerity<br />When that war spending ended your friends cried disaster<br />yet the economy thrived and grew ever faster<br /><br />KEYNES<br />You too only see what you want to see<br />The spending on war clearly goosed GDP<br />Unemployment was over, almost down to zero<br />That’s why I’m the master, that’s why I’m the hero<br /><br />HAYEK<br />Creating employment’s a straigtforward craft<br />When the nation’s at war, and there’s a draft<br />If every worker was staffed in the army and fleet<br />We’d be at full employment with nothing to eat<br /><br />REFRAIN<br /><br />HAYEK<br />jobs are the means, not the ends in themselves<br />people work to live better, to put food on the shelves<br />real growth means production of what people demand<br />That’s entrepreneurship not your central plan<br /><br />KEYNES<br />My solution is simple and easy to handle..<br />its spending that matters, why’s that such a scandal?<br />The money sloshes through the pipes and the sluices<br />revitalizing the economy’s juices<br /><br />it’s just like an engine that’s stalled and gone dark<br />To bring it to life, we need a quick spark<br />Spending’s the life blood that gets the flow going<br />Where it goes doesn’t matter, just get spending flowing<br /><br />HAYEK<br />You see slack in some sectors as a “general glut”<br />But some sectors are healthy, and some in a rut<br />So spending’s not free – that’s the heart of the matter<br />too much is wasted as cronies get fatter.<br /><br />The economy’s not a car, there’s no engine to stall<br />no expert can fix it, there’s no “it” at all.<br />The economy’s us, we don’t need a mechanic<br />Put away the wrenches, the economy’s organic<br /><br />REFRAIN<br /><br />KEYNES<br />so what would you do to help those unemployed?<br />this is the question you seem to avoid<br />when we’re in a mess, would you just have us wait?<br />Doing nothing until markets equil-i-brate?<br /><br />HAYEK<br />I don’t want to do nothing, there’s plenty to do<br />The question I ponder is who plans for who?<br />Do I plan for myself or leave it to you?<br />I want plans by the many and not by the few.<br /><br />We shouldn’t repeat what created our troubles<br />I want real growth not just a series of bubbles<br />Let’s stop bailing out losers and let prices work<br />If we don’t try to steer them they won’t go berserk<br /><br />KEYNES<br />Come on, Are you kidding? Don’t Wall Street’s gyrations<br />Challenge your world view of self-regulation?<br />Even you must admit that the lesson we’ve learned<br />Is more oversight’s needed or else we’ll get burned<br /><br />HAYEK<br />Oversight? The government’s long been in bed<br />With the Wall Street execs and the firms that they’ve led<br />Prosperity’s all about profit and loss<br />When you bail out the losers there’s no end to the cost<br /><br />the lesson I’ve learned?
